OSCE head calls for a better electoral system

TIRANA, Feb. 20 – Spanish Foreign Minister Miguel Angel Moratinos, as head of the Organization for Security and Cooperation in Europe which his country holds the rotating presidency, welcomed the result of the local polls in the country and called on the country’s institutions and the political parties to continue cooperation for electoral reforms in order to create a reliable electoral system.
