TIRANA, Oct 28 – The OSCE Presence in Albania on Wednesday presented the Albanian Interior Ministry and the State Police with a package of books on policing.
The publications will serve as reference material for the Albanian State Police in its efforts to implement and improve the long-term strategy of community policing.
The books are based on research by policing experts from OSCE participating States. The publications focus on democratic policing principles and the partnership between law enforcement agencies and the public, as well as on the rights of minors.
OSCE head Ambassador Robert Bosch said that these publications were a clear example of “what we call cross-dimensionality. It brings together Rule of Law, Good Governance, Police assistance, democratization and human rights, all elements within our present mandate.”
“You are continuously under pressure with the important and challenging task of combating petty and organized crime, and, in more recent times, the threats to national and international security arising from terrorism,” he said.
The long-term strategic aim is creating a safe environment for the Albanian public closely linked to the implementation of the philosophy of ‘community policing’,
“a philosophy that promotes organizational strategies, which support the systematic use of partnerships and problem-solving techniques, to proactively address the immediate conditions that give rise to public safety issues such as crime, social disorder and fear of crime.”
