Political parties soon to be audited

No later than 45 days after the proclamation of the final results of the elections, the Central Elections Commission (Komisioni Q쯤ror i Zgjedhjeve, KQZ) will nominate one or more accounting experts per electoral subject to verify the accounts of each political party that ran in the election of June 28th. They will audit funds collected and spent for the electoral campaign.
The delays of the audit will be inscribed in the documents assigning the accounting experts, informs Shqip (7.07.2009). The Central Elections Commission (KQZ) will publish the audit reports no later than a month after the audit is over. Personal information on donators having contributed sums below those stated in the Electoral Code will not be collected. If violations of the Electoral Code are found, political subjects may be fined.
The web page of the Central Elections Commission (KQZ) shows a list of 45 registered subjects for participation in the June 28th elections and a model voting leaflet displaying the names of 34 political parties. So far, very few parties have met legal obligations concerning declarations of bank accounts where parties receive non-public funds for their electoral campaigns. These are mainly the three biggest parties. KQZ’s web page shows only 4 parties in the list, namely the Socialist Movement for integration, (L췩zja Socialiste p철Integrim, LSI); the Democratic Party, (Partia Demokratike, PD); the Socialist Party (Partia Socialiste, PS) and G99 (a newly created electoral party, targeting mainly youth and student voters).
A quick perusal shows the four named parties to have used Credins Bank. Out of these four, PS is the only political party that has opened electoral accounts in two banks (Banka Komb쵡re Tregtare and Credins Bank). Besides LSI, which has indicated only one account, the other three parties have indicated different accounts in Albanian Lek, in Euros and in US Dollars.
