TIRANA, Feb.28 – To address the chaos of mortgage offices and property registration offices and give an orientation to real estate business, the Ministry of Justice and that of Finance have decided upon reference prices for apartments depending on the location. The tax rate on very transaction will be 10 percent on the profit made. Houses that have been privatized after 1992 will be sold at 70 percent of the reference price. These prices will also orient the work of notaries which certify transactions. Owners of old privatized apartment s have argued that the reference prices decrease the real value of their houses much below the market figures.
