WASHINGTON – The U.S. Senate advanced Tuesday a bill that would endorse further expansion of NATO to European democracies and provide incentives for reform. The bill, sponsored by Republican Sen. Dick Lugar, would call for NATO to act quickly to make Albania, Croatia, Georgia and Macedonia and Ukraine full members of the alliance. The bill, approved by the Senate Foreign Relations Committee, would need approval by the full Senate, the House of Representatives and President George W. Bush to take effect. If passed, it would authorize the administration to provide funding for military reforms in preparation of eventual membership.
