TIRANA, Dec.12- The World Bank in collaboration with the Ministry for Public Works, Transportation and Telecommunication has presented the new plan for the development of southern coastal zone. This project consists in two separate phases and for a total time of seven years.
All infrastructural details have been spelled out in order for buildings and investments, local and foreign, to respect the sustainable development priority. One of the aims of this project is to develop the capacities of the southern coast and set out a management strategy for them.
Buildings distant from the seashore
This project predicts the minimum distance between buildings and the seashore to be 100 meters and the studies applied from Llogara to Ksamil. Minister Olldashi said that all buildings that contradict the guidelines set by the study. He also repeated that the government is ready now to develop the infrastructure of the area including water supply and roads. “The southern coast remains mainly undeveloped,- said Olldashi adding that- developments have been chaotic and sporadic in Saranda and Ksamil and they have sometimes harmed the landscape”.
Project
The total cost of this project is estimated at $ 66.5 million. The first phase has $ 38.56 million while the second one $ 27.94 million.
The implementation actors are the Ministry of Public Works through it unit responsible for the program for Development and Protection of Coastal villages; Ministry of the Environment through its unit for the Porto Romano area; the Ministry of Culture though the Butrinti uni6t and all municipalities and local government structures in the areas covered by the plan.
Implementation
The first phase of the projects has started in September 2005 and will be complete in August of 2009 and consist in the project for Integrated Management and Cleaning of the Coastal area. It includes policies aiming the stop of the degrading of the coastal zone for a sustainable tourism and economic development. It will also diminish the health risks associated with the environmental degradation and the lives of the inhabitants in the area. The second phase will last from 2009 till 2012.
