TIRANA, Oct. 23 – Opposition Social Democrats and the Socialist Movement for Integration, two small leftist parties, presented a request for a vote of no-confidence for the parliament Speaker Jozefina Topalli of the governing Democratic Party for breaking and violating the rules. They said, for example, that Topalli had unilaterally changed the regulation without any consensus, and of her efforts against the media blocking their live broadcast of the parliament’s sessions. That is the second attempt of the opposition after that of the Socialist in spring. Sabit Brokaj of the SMI said the request was fully legal, claiming Topalli had violated the constitution and could not run the parliament.
