Fischer The generally accepted narrative concerning Albania’s early parliamentary development has it that while the leaders responsible may have been well-intentioned, they achieved little in the way of concrete accomplishments, which allowed Albania, by the middle of the 1920s, to slip into authoritarian rule leaving no room for a functioning parliament.
