TIRANA, Nov. 1 – Tirana city hall and the Swiss Urban Plan company signed Wednesday an agreement for the regulatory plan of the capital, which will be ready in nine months. The Turkish company Inta-Space has collected data and created a data bank and a satellite digital map with high resolution. That work began in 2002. Tirana is 273 square kilometers, according to that map. The regulatory plan will serve as a strategy of development for the city and not be simply drawings of the buildings and their height, according to Mayor Edi Rama. The mayor did not forget to reprimand the government of the Democratic Party-led majority, that is, the Transport Ministry of spending in vain funds to duplicate work they had already done. The Swiss company will collaborate with local experts and officials in preparing the plan. Rama said that there has been total transparency in the work and funding from the Dutch government and the World Bank. The first tender chose the Turkish company out of 26 participants, or bidders, and the same thing happened with the Swiss company which was chosen after an international tender as well.
