EU funds building of the Serious Crimes Court

TIRANA, April 19 – The European Commission funded building of the Serious Crimes Court in Tirana which was inaugurated with the start on Thrusday. Participating at the ceremony were visiting EC’s Director General for Enlargement Michael Leigh together with Minister of Justice Ilir Rusmali, Chairman of the Court of First Instance for Serious Crimes Sander Simoni and Deputy Chairman of the High Council of Justice Ilir Panda. The works for the construction of the Serious Crimes Court were funded with a 5 million euro project by the European Commission through a grant under its CARDS Programme. The four storey building will accommodate the Courts of First Instance and Appeals for Serious Crimes, as well as the Prosecutors and the services of the Police and the Department of Prisons. The constructions will thus include court rooms and office space for relevant services as well as adequate facilities for detainees. The works for the construction of the building are expected to end by 1 June 2008. The design of this complex building was managed by a Steering Group including the Courts for Serious Crimes, the offices of the Prosecutors, the Ministry of Justice, the Department of Prisons, the Albanian State Police, and the EC Delegation, assisted by a design (and supervision) contract worth 0.55 million. In order to complete the building, t he supply of IT equipment and furniture will be tendered in due course for funding under CARDS.
Strengthening the independence of Albania’s judiciary and improving its efficiency is one of the key aims of the cooperation of the European Union with the Government of Albania in the Stability and Association Process. The investments in judicial infrastructures are based on the premise that an adequate court infrastructure is an important pre-condition for judges, prosecutors, lawyers and judicial administrators to work effectively and to contribute to the development of a more independent, impartial, efficient, professional, transparent and modern Justice System.
