TIRANA, Aug. 30 – There is noted an increase of the complaints that Albanians direct for solution at the ombudsman’s office, or the People’s Advocate. During the first seven months this year there were 399 complaints compared to 257 a year ago.
Albanians complaint on anything and the increase of that number is a good sign showing they more and more refer their cases to the law.
The ombudsman’s office does not have much in hand other than help citizens resolve their issues or press institutions on their cases.
The Institution of the People’s Advocate was set for the first time in the 1998 Constitution. The Parliament passed the Law on the People’s Advocate in February 1999. The People’s Advocate is a monocratic Institution. People’s Advocate is elected by three fifths of all members of the Assembly for a five year period, with the right of re-election.
Unfortunately since some years there is no new People’s Advocate elected and its duties are carried out by the longest-serving commissioner.
