TIRANA, Oct. 17 – Albanian old owners of the “Ownership with Justice’ association sent a letter with nine points to the government that said they would like to be fulfilled in the recompensation or restitution property process. They accused the government of being ‘caught’ in the property traffic and called it an ‘illegal keeper’ of their properties. They asked that first of all the government should prepare a law which makes obligatory to the executive the solution of the property ownership. They want to solve it in two stages. They also asked that all decision taken after 1991 be declared void. The old owners want to have the first right of buying the public properties. They suggested that financial recompensation starts only after the end of the stage of restitution of properties. Last they want financial repayment from all abusers during the post-communist period.
