TIRANA, Feb. 26 – The central electoral commission officially announced Tuesday that leader of the Socialist opposition Edi Rama had won the third mandate of Tirana mayor winning some 98,000 ballots to 76,000 got from his main rival of the majority Democratic Party Sokol Olldashi. The CEC, or KQZ, has yet to complete the counting process in some areas, especially that of Durres and Elbasan.
