Minister Celibashi says the changes will go alongside the territorial reform which is expected to be complete until mid-2014.
TIRANA, Dec. 01 – Ilirjan Celibashi, minister for the coordination of the work with the parliament at the Socialist-led government, said in an interview that the electoral code needs to be reformed in order to avoid the mistakes and shortcomings noted by the international monitors in the last election in June.
Celibashi did not exclude the change of the electoral system but that depends on the talks among the political factors in the country.
Vacant places at the Central Election Commission are among the main issues to be reformed.
He also noted that the changes will go alongside the territorial reform which is expected to be complete until mid-2014.
The OSCE/ODIHR issued a report at the end of the electoral process this summer depicting the main issues contested or that had become an obstacle in the process.
Celibashi said that in any cases and for any reform the cooperation with the opposition Democratic Party is obligatory.
Celibashi said that very likely it would be the start of the next year when the political groupings will convene to start the process of reform for the electoral code.
Election management, funding, electoral campaigns, complaints and their solutions are some of the main issues to be discussed, he said.
